Fines for consumption and possession
Carrying marijuana in public can result in fines from 601 to 30,000 euros (article 36.16, Gag Law), regardless of the amount.
Social clubs and self-cultivation
Cannabis social clubs operate as private associations where consumption is tolerated, provided there is no sale to third parties. Self-cultivation is allowed in private spaces and for personal consumption, without visibility from the street.
What trends could change the law?
The Congress is debating the possibility of regulating recreational use, similar to Germany, but there are no significant legislative changes in 2025.
